Bureaucracy is often indicated as one of the factors which hamper entrepreneurship growth in Poland. Legislation which is too complicated and difficult to understand is mentioned in public opinion surveys as an obstacle to starting a business activity. Even if one manages to get through the labyrinth of formalities, it turns out that entrepreneurs are often encumbered by law with excessive burdens, which results in unjustified costs to them.
Can this problem be tackled? Certainly yes. In many EU countries regulatory reform is being carried out successfully. Poland also undertakes measures aimed at a simplified and more reasonable legislative process and systematise the existing acquis. All the above measures are implemented following the idea that BUSINESS DESERVES BETTER.

Its main mission is the implement such legal solutions in Poland which will ensure the creation and functioning of effective, stable and transparent economic regulation. Regulatory reform is carried out in two directions:
- through the streamlining of the regulatory process,
- through the streamlining and simplification of existing economic regulation.
