Regulatory Reform in Poland Better Regulation
Due to the implementation of the programme „Entrepreneur is entitled'' Poland was recognised by the UE as a leader in implementing regulatory reform. Surveys of administrative burdens, regulatory impact assessment, a one-stop shop for entrepreneur registering a business and a thematic Internet page are main effects of the Programme implementation, said the Minister of Economy Piotr Grzegorz Woźniak during a press conference concluding the first year of the Programme implementation which was held on 22 January 2007 at the Ministry of Economy.
The Polish Ministry of Economy together with the Warsaw Stock Exchange (GPW) and the National Deposit for Securities (KDPW) is organizing a new conference “Regulatory reform in the capital markets – selected practical issues”.
A reduction of administrative burdens by 25% may bring an increase in the Polish GDP by as much as 1.9 % as shown in European Commission analyses. In December 2006 the Ministry of Economy initiated studies to assess actual bureaucratic burdens on Polish entrepreneurs. Taking the model from the experience of other EU Member States, first of all the Netherlands where the Standard Cost Model has been invented to identify and measure this type of costs. The Ministry of Economy has picked up certain areas to investigate the burdens on Polish firms related to the need to inform the public administration, other entrepreneurs and consumers about their activities.
The European Commission has tabled a first set of pure reduction proposals to cut unnecessary administrative burdens for companies, primarily Small and Medium Sized Enterprises (SME's). The three proposals, aimed at transport companies, small bakers, butchers and grocery shops and the merger or division of enterprises are part of a package of fast track actions, which the Commission announced only in January this year. The total package wil consit of of ten actions.
Thanks to the implementation of the Programme called the „Busiess deserves Better’, the European Union and the OECD have recognized Poland as the reform implementation leader in the group of the 10 new members of the UE. The improvement of the regulation results validation system, starting the administrative burdens research programme, opening a new thematic Web site and the ‘one window’ added to the “National Informatization Scheme for the years 2007 – 10” are the real effects of the currently implemented Programme.
