RULES OF THE COMPETITION „ANTIBUREAUCRATIC CHAIR”

I. General provisions

  1. The Competition „Antibureaucratic chair”, hereinafter referred to as the “Competition”, is organized by:
    1. the Ministry of Economy – the Department of Economic Regulations,
    2. the Institute of Industrial Design, LLC (IWP), having its registered seat in Warsaw.
  2. The Competition is held under the patronage of a group of states applying the Standard Cost Model (SCM) to reduce administrative burdens.
  3. The Competition is addressed to designers, graduates and students of design, interior architecture, architecture and other design faculties
    from Poland and the states – SCM Network members. Both individual and group entries are eligible. Each entrant may submit more than one entry.
  4. The Competition is open only to adult natural persons excluding:
    a) employees of the organisers,
    b) other persons participating in the organisation of the Competition,
    c) persons who are a family of the persons listed in paragraphs „a” and „b”, i.e. those being spouses of such persons, both ascending and descending, siblings, relatives of the same line or degree of descent, persons remaining in the relationship of adoption or spouses thereof,
    as well as cohabitating persons.

II. Subject of the competition

Designing an “ antibureaucratic chair” for work.
Displaying an innovative, routine-free approach to a sitting piece of furniture, being a symbol of bureaucracy.
The design should allow for the most recent trends in ergonomics of work in sitting position: active furniture. Movement and changes of body posture prevent upper back musculoskeletal disorders – the civilisational ilness of our times. A modern chair provokes and enables „dynamic sitting” during work. Movement, activity, efficiency – a change of the existing image of a fossilised official sitting behind a pile of papers.

III. Term of the Competition

  • 1st April 2008 – announcement of the competition
  • 1st April – 1st June 2008 – applications for participation in the competition by completing the registration form on the organiser’s website http://www.reforma-regulacji.gov.pl/krzeslo/Wersja+angielska/Form/
  • 3rd October 2008 – the deadline for submission of entries. The date of the postmark is conclusive for timeliness.
  • 15th October 2008 – opening of the exhibition of submitted designs and announcement of the competition winner
  • November 2008 – March 2009 – the organisers will present the winning design to leading Polish producers with a view to having a prototype executed, licence purchased and the prototype implemented for production.
  • 2nd April 2009 – The Competition Final – the exhibition of the prototype of "antibureaucratic chair”

IV. Registration and place for submission of entries

Registration of the entries is made on the basis of the completed Application Card submitted jointly with the design to the following address:

V. Jury

With a view to ensuring proper organisation and course of the Competition, including in particular the correctness of submissions for the Competition and selection of the winner, the Organisers shall appoint an international Jury composed of designers (SPFP, ICSID), experts in ergonomics, representatives of the Competition organisers and representatives of the states – SCM Network members. Personal composition of the panel of judges shall be available on the Competition Organiser’s website: www.reforma-regulacji.gov.pl/krzeslo
Decisions made by the Jury shall be final and may not be appealed against.

VI. Prizes

  1. The Jury shall award one prize to the author of the winning design of EUR 5,000 gross.
  2. The competition organiser shall cover the travel costs of the author of the winning design to the Competition’s Final Ceremony.
  3. Any claims of Competition participants for failure to be awarded the prize are hereby explicitly excluded.


VII. Conditions of participation

  1. To participate in the Competition it is required to complete and mail the registration form available from the website http://www.reforma-regulacji.gov.pl/krzeslo/Wersja+angielska/Form/ and submit a design that has not been put into production, awarded or published in any publication of national or international circulation. The design submitted for the Competition may not be simultaneously submitted for any other competition.
    A completed Application Card downloaded from the organiser’s website: www.reforma-regulacji.gov.pl/krzeslo must be attached to each Competition entry.
  2. Each Competition entry shall include:
    • Designs in a printed form: maximum of 3 illustrations on inflexible boards of B1 format (100x70 cm)
    • A drawing or computer simulation (views, projections, cross-sections, details) in the number and form that allow for identification of author’s design concept.
    • The designs shall be made in scale (1:2, 1:5, 1:1) and contain full statement of dimensions.
    • Each entry shall include a description in English.
    • Each board shall be marked with a 6-character (alphanumeric) emblem of the author.
    • entries in electronic form – JPG format, resolution: 300 dpi, (on a CD-ROM)
    • PDF file containing design description and all design illustration boards and photographs of a model
    • model of the chair in the scale of 1:5
    • A sealed envelope containing the completed Application Card and the 6-character (alphanumeric) emblem shall be attached to competition entry.
  3. Only entries delivered by 3rd October 2008 are eligible for competition; the date of the postmark is conclusive for timeliness.
  4. Mailing of the Application Card with the design is tantamount to acceptance of the competition rules, author’s consent for disclosure of her/his personal data in the form of full name and consent for free-of-charge presentation of her/his works for promotional purposes of the
    undertaking and their presentation at post-competition exhibitions.
  5. To receive the prize, the author of the winning must transfer, through a separate document in writing, copyrights to the design onto IWP, including individual designs, in the fields of use specified in a separate agreement, as well as the exclusive right to permit performance of subordinate copyright to the design, exclusive right to use and dispose of rights to the project and individual parts thereof, including all designs, at free discretion.
  6. As the Competition co-organiser and owner of copyrights in the design, IWP shall guarantee to the designer signing of a royalty agreement if the design is put into production.

VIII. Course of the competition

  1. Application for participation in the competition – on the organiser’s website: http://www.reforma-regulacji.gov.pl/krzeslo/Wersja+angielska/Form/
    Registered participants will receive a brief on the antibureaucratic chair design sent to the e-mail address they have provided.
  2. I stage: designing – concluded with an exhibition of designs and selection of the winner by the international panel of judges. The chair design awarded at this stage will be submitted by IWP to leading office chair manufacturers with a view to purchasing a prototyping licence and implementing for production.
  3. II stage: prototyping – the author cooperates with the producer.
  4. Competition Final – presentation of the prototype and promotion of the chair in Poland and abroad.

IX. Security and return of entries to authors

The Organisers are responsible for security of all delivered designs until they are returned to Competition participants.
3 months after announcement of the Competition results, the entries shall be sent back to the respective authors at their own cost, to the address indicated in the Application Card.
The authors may collect the entries personally from the Organiser’s seat after a prior arrangement of the date and time by phone or e-mail.

X. Final provisions

  1. Any complaints relating to the Competition shall be submitted to the Organiser and sent to its address in writing, including a description of the complaint and its detailed justification within 7 days after the basis for complaint has arisen, otherwise any claims of such participants relating to her/his participation in the Competition shall expire, and in any case not later than 7 days after the date of Competition closing, Complaints lodged in relation with the Competition are resolved by the Panel of Judges.
  2. The entrants applying for the Competition and participating therein shall comply with the Rules of the Competition and consent to the contents thereof.

  4. Provisions of these Rules constitute the exclusive basis for the performance of the Competition, and they may be construed and interpreted solely by the Competition’s Jury.
